1.0 Scope

This policy applies to all Northern Virginia Community College faculty, staff, students, contractors, visitors and guests of the College at all College locations.

2.0 Policy Statement

Northern Virginia Community College is committed to providing a safe, healthful, and pleasant learning and working environment. In accord with the Virginia Clean Air Act, smoking is prohibited in all College facilities including parking garages, covered walkways, temporary enclosed structures, trailers and tents, and structures placed on state-owned property by contractors or vendors within 25 feet of entrances and air intakes. In accord with Executive Order 41 (2006), smoking is also prohibited in state vehicles. The use of electronic cigarettes, also known as vaping, will follow the same guidelines as the use of all tobacco products.

3.0 Definitions

E-cigarette: a battery-powered device such as an electronic cigarette, electronic vaping device, personal vaporizer (PV), or electronic nicotine delivery system (ENDS) which simulates cigarette or tobacco smoking.

Smoking: carrying or holding of any lighted pipe, cigar, cigarette, or smoking equipment of any kind or the lighting or inhaling or exhaling of smoke from a pipe, cigar, or cigarette of any kind.

4.0 Procedures

Smoking is allowed on college property only in identified designated areas. Receptacles for cigarette disposal will be placed in these designated areas for use by smokers. It is the responsibility of the college community to comply with this policy and to inform visitors and service providers about this policy. This policy applies even in the absence of signs prohibiting eating, drinking, or smoking.
