Northern Virginia Community College is one of 23 colleges in the Virginia Community College System (VCCS), an agency of the Commonwealth of Virginia. Pursuant to § 2.2-507 of the Code of Virginia, the Attorney General of Virginia performs all legal civil services for the Commonwealth and its agencies, including the VCCS. The Attorney General has designated the attorneys at the Office of System Counsel as his appointees to represent him at the VCCS. Office of System Counsel personnel serve the State Board for Community Colleges, the System Office and each of the community colleges.
The Office of System Counsel has assigned an Associate System Counsel/Assistant Attorney General whose primary duty is to handle the day-to-day legal affairs for NOVA. The Policy and Compliance Officer is part of the Office of the System Counsel for NOVA and provides support to the College in the review, interpretation and development of policy. The Officer also helps to ensure that College practices comply with state/federal laws and VCCS policy.
The Associate System Counsel provides legal consultation and representation for Northern Virginia Community College, and is available to all officers and employees acting on behalf of NOVA. The office is prepared to address all general legal questions of state and federal law and to practice before state and federal courts. Specialized expertise, as needed, is available to the College through the Office of the Attorney General of Virginia.
The Associate System Counsel cannot provide legal consultation or representation to individuals on any matters outside the scope of their employment by Northern Virginia Community College. Unrelated legal matters must be addressed by private counsel and links are provided to referral services for those who need and do not otherwise have their own lawyer.
