Northern Virginia Community College offers its students an exceptional educational value -- among the lowest tuition of any college or university in the Washington, D.C. area, thanks to financial support from the Commonwealth of Virginia.

** Business and Military Contract Students – this rate applies to out-of-state students whose Virginia employer or federal agency in Virginia has entered into a contractual relationship with Northern Virginia Community College.

*** The Parking Infrastructure fee supports NOVA surface lot lighting, emergency response safety equipment, lot repair and paving. It does not include the cost for a parking permit or visitor parking.

** The Military Contract rate applies to federal military installations located in Virginia. It allows the military contract rate to be charged to out-of-state domiciled military or civilian personnel stationed or working at these installations. The military contract rate is equal to the VCCS in-state tuition rate. Out-of-state military students under this contract who reside in Virginia should not be charged the capital fee. 

Dependents of active duty military personnel who reside in Virginia shall be deemed to be domiciled in Virginia and receive the in-state tuition rate. Mandatory E&G fees apply except for the capital fee.

Military veterans residing within the Commonwealth shall be elibible for in-state tuition charges. Mandatory E&G fees apply except for the capital fee.

Active Duty Military Personnel who reside in Virginia receive the in-state tuition rate. Any out-of-state active duty military students granted in-state tuition shall be counted as in-state for the purposes of determining college admissions, enrollment and tuition and fee revenue policies. Mandatory E&G fees apply except for the capital fee.

*** The Business Contract rate applies to Virginia employers and federal agencies located in Virginia. It allows the business contract rate to be charged to employers for employees who have an out-of-state domicile. Charges to employers for in-state domiciled employees are at the in-state tuition rate. All mandatory E&G fees apply (including capital fee on those employees with an out-of-state domicile).

Tuition Contracts

In this section you’ll find information on the two types of tuition contracts, the Special Arrangement Contract (SAC) and the Third Party Contract (TPC). Click on the packet links below to view the contract form, sample Letter of Authorization and instructions on how to complete the contract process.

Special Arrangement Contract

The Special Arrangement Contract (SAC) is offered to Virginia employers and makes available to their employees the benefit of a reduced tuition rate for credit classes. Under the SAC, students who reside out of the state of Virginia are charged the Contract Tuition Rate. Students who reside in the state of Virginia are charged the in-state tuition rate. The employer assumes full liability for tuition charges of students they identified in their Letter of Authorization. Tuition and fees not covered under the SAC are the student’s responsibility and must be paid at the time of enrollment.

Third Party Contract

A Third Party Contract Arrangement (TPC) enables any organization based within the U.S. or U.S. Territory to guarantee and provide tuition payment for students attending NOVA’s credit classes. A TPC does not change domicile or rate of tuition charged to the student. The organization assumes full liability for tuition charges of students they identified in their Letter of Authorization. Tuition and fees not covered under the TPC are the student’s responsibility and must be paid at the time of enrollment.
