Students

You can now purchase a parking permit on line 24 hours after registering for classes. Don't stand in line anymore--get online at

http://parking.nvcc.edu. The permit will be mailed to you. You can also pay or appeal a parking ticket online.

All students, full or part-time, must display a parking permit on vehicle driven to campus and parked, unless metered spaces are used. Permits are required during every teaching session, including the summer session and are valid for only one session.  A permit must be properly displayed on any vehicle parked in our lots after 6 a.m. on the dates noted below: The cost of a permit is $65 dollars and is valid for one semester at a time.

Fall Semester 2007 - August 22, 2007

Spring Semester 2008- January 14, 2008

Summer Session 2008 - May 19, 2008

On cars and trucks, the permit must be clearly displayed, as the instructions indicate, either on the outside of the driver's side REAR window or on the driver's side REAR bumper. The permit must be stuck to the vehicle.  A permit displayed from the inside of the car is not acceptable and can result in a ticket for improper display.

Motorcycle permits must be clearly displayed and affixed to the front fork.

Students in non-credit classes and members of the public using the campus must purchase a parking permits or use meter parking unless other arrangements have been made prior to arriving at the campus.

Northern Virginia Community College is empowered to enforce its parking regulations by issuing legally enforceable parking tickets to anyone who fails to comply with the rules and regulations that control parking on any of its campuses. Unpaid tickets make the debtor subject to collection or state debt set off.

Students with parking permits may park in student or "B" lots only.

Parking permits are valid for one semester or term only.  Permits may be purchased at the Parking Services/Campus Police Offices on any campus or by mail.  Parking registration forms are published in the Schedule of Classes.  Payment may be made by cash, check, Visa or MasterCard. Checks should be made payable to "Northern Virginia Community College."

Qualified senior citizen students may obtain a student parking permits at no charge by presenting a signed copy of the Senior Citizen registration form at the Parking Services/Campus Police Office.

Guests and Visitors

The College issues temporary parking passes/hang tags to some visitors.  These permits allow parking in College lots at the times indicated.  They are not valid at parking meters.  These permits must be displayed according to the instructions on the permit.  Guests or visitors without parking passes must use parking meters or hourly pay lots and pay the required fee.

Faculty and Staff Permits

All employees who are not work-study or student-hire employees are eligible for two free parking permits.  Additional permits after the second permit will cost $65.00 UNLESS REMNANTS OF ONE OF THE CURRENT PREVIOUSLY ISSUED PERMITS IS RETURNED TO THE PARKING OFFICE AT THE TIME OF THE REQUEST FOR THE ADDITIONAL PERMIT. Employees may register their vehicles through their home division or unit office.  Employees must display their parking permits appropriately and comply with parking regulations or be subject to ticketing. Employees are responsible for providing and maintaining correct information on their parking application.  All changes, including license tag numbers, must be immediately reported to the Parking/Campus Police Office.  Employees must remove and return their parking permits to the Parking Office when terminating employment at the College.

Handicap Permits

The College does not issue handicap permits.  Handicap permits issued by the Department of Motor Vehicles in any state or the District of Columbia will be honored on campus.  Handicap permits must be valid, displayed properly and used only by the persons to whom they were issued.  It is a violation of Virginia Law and NVCC rules to misuse a handicap permit.  Vehicles displaying DMV-issued handicap permits or places are authorized to pay in any available handicap space.

Parking Meters

A limited number of coin-operated meters are available at most campuses.  Permits or visitor passes cannot be substituted for meter payment.  Meter parking is enforced 24 hours a day, 7 days a week.  Meters cost 75 cents per hour and the time can go up to 4 hours.  There are a limited number of meters at Woodbridge that cost is 25 cents per half hour for visitors. These meters are located in the front circle at Woodbridge.

Tickets & Fines

The registered owner of the vehicle owner is responsible for any parking violations regardless of who is driving.  However, registered students driving other's vehicles and owing parking fines will have a financial hold placed on their records.  Students will not be permitted to re-enroll or use many College services until the fines are paid.  All fines must be paid within thirty (30) calendar days, or an additional $10.00 late fee will be added to the original fine.  If the College needs to utilize the services of a collection agency for debts owed, the debtor is responsible for paying all late fees and collection costs.

Appeals of Citations

Appeal forms are available in the Parking Services Office or at www.nvcc.edu/forms. Select form 105-072.  Appeals must be filed at the campus where the citation was issued within fifteen (15) calendar days after the issuance of the citation.  The Traffic Appeals Committee will consider only those appeals that challenge the facts as stated on the ticket.  The decision of the Traffic Appeals Committee is final.  Holds on student records will remain until the Appeals Committee has acted.

Drive safely while on campus. Speed limits are 25mph on the streets and 10mph in the parking lots.

Vehicle Immobilization

A vehicle with three or more unpaid tickets may be booted or otherwise immobilized.  The boot will not be removed until all outstanding parking fines, any late fees and the boot charges are paid.  It is illegal to tamper with or remove a boot.

Student Parking Permit Fees

Student parking permits cost $65 each.  A replacement permit is free if the student brings in pieces of the original permit or can provide documentation of damage from an insurance company or auto repair shop.

Display of Permits

Parking Permits must be displayed as directed, fully visible from the rear of the car.  On cars and trucks the permit's adhesive side must be directly applied to the driver's side outside rear window or the driver's side rear bumper.  Motorcycle permits must be clearly displayed and affixed on the front fork.

Failure to display the parking permit properly can result in a parking ticket for improper display of the permit.

Parking Permit Refunds

Students must submit refund requests with the original NVCC receipt and the remnants of the sticker.  Requests for refunds must be received by the Parking Services Office within the published add/drop period as listed in the Schedule of Classes.  A $5 processing charge is assessed against qualified refunds.

There are no refunds for students who withdraw from classes after the add/drop period.

Students with financial holds or outstanding parking tickets will not receive parking permit refunds.

Students who bought permits are eligible for a full $25 refund (no handling charge) if all the students' classes are canceled or moved off campus.  The remnants of the permit and the purchase receipt are required, and the refund request must be submitted within three (3) business days from the date the final class was moved or canceled.
