Stormwater Regulations

Stormwater draining from each campus is collected by individual storm sewer systems that function independently of each campus’ respective county or city systems. These systems are regulated as small municipal seperate storm sewer systems (MS4s) by the Environmental Protection Agency (EPA) and the Commonwealth of Virginia. Pursuant to the Virginia Stormwater Management Program (VSMP) and Stormwater Management Act; in 2003 the College registered to obtain coverage under the General Permit for Stormwater Discharges of Stormwater from Small Municipal Separate Stormwater Systems. The general MS4 permit authorized NVCC’s storm sewer system to discharge into surface waters within Virginia state boundaries.
Failure to Comply with Viginia's stormwater regulations can result in:
- Fines up to $27,500 per violation per day
- Order NVCC to cease operations until problems are fully addressed
- Revoke NVCC's stormwater discharge permit
- Refuse to Renew NVCC's exisiting permit
