I. Policy – Commitment

Northern Virginia Community College has been and is committed to supporting the objective of increasing procurement opportunities for small, women-owned, and minority-owned businesses while complying with all of the procurement laws of the Commonwealth of Virginia. The College shall ensure achievement of this objective by continuing to review procurement policies and procedures, developing new (SWaM) initiatives, and by encouraging participation of small, women-owned, minority-owned (SWaM) businesses in all of the Colleges’ procurement programs.

III. NVCC’s Commitment to SWaM Participation in its Procurement
Programs

Northern Virginia Community College has used the procedures described herein and
will continue to explore new methods to encourage and enhance opportunities for
SWaM enterprises to supply goods and services to the College. The College shall
continue to encourage and promote the certification of all women, minority-owned, and
small businesses with the Virginia Department of Minority Business Enterprise. The
College shall also encourage eVA registration as part of its outreach programs.

These methods include the following:

  • Awarding points in RFP evaluation process for all offerors proposing the use of SWaM contractors, and subcontractors as part of the evaluation criteria.
  • Utilize eVA and DMBE to accomplish SWaM outreach for all NVCC
    solicitations and orders where practical.
  • Advertise Procurement Programs in the (VBO) Virginia Business Opportunities,
    Blue Book, Construction Data News, Web site (College), and Local Newspaper as a means to attract additional SWaM participation.
  • Utilize eVA and Small Purchase Charge Cards to track and report SWaM
    expenditures.
  • NVCC will continue to use these methods and others to encourage and promote
    supplier diversity for all college procurements.

IV. NVCC’s Purchase Procedures will promote business with SWaM suppliers:

The College shall continue to encourage, develop, and expand business opportunities for small, women-owned, minority-owned businesses by ensuring products and services offered by SWaM suppliers will be available to the college community.

Purchases of goods or services where there is no existing statewide contract, the following procedures shall apply:

  • Purchases up to $5,000 – solicit a minimum of one (1) quote from a small, women-owned, and minority-owned business, when available.
  • Purchases over $5,000 to $50,000 – solicit a minimum of four (4) valid sources, including a minimum of two (2) SWaM businesses, when available. Solicitations up to $50,000 may be accomplished via phone quotations, faxed quotations, unsealed written solicitations, or utilizing eVA’s Quick Quote. Solicitations can be made, in writing or electronically, using eVA’s shopping mall and the Quick-Quote for bids or quotes from $5,000 to $50,000 and will ensure participation of registered and certified SWaM business. Positive consideration shall be given to SWaM businesses when appropriate.
  • Purchases over $50,000 – Utilizing competitive sealed bidding, two-step competitive sealed bidding, the college will solicit a minimum of six (6) valid sources including a minimum of four (4) SWaM businesses, in writing, and electronically through eVA.
  • Purchases over $50,000 – Utilizing competitive negotiation shall be advertised in a newspaper(s) of general circulation in the area in which the contract is to be preformed. The College shall solicit a minimum of six (6) valid sources, including a minimum of four (4) SWaM businesses, in writing, and electronically through eVA. These procurements shall include evaluation criteria, reporting data that will identify SWaM contractors and subcontractors and assist in the determination of overall best value procurements.
  • Utilize existing statewide contracts for goods and services – process requirements via eVA and capture the SWaM data.
  • Purchases – All categories, which shall include construction projects. The College shall capture and report data as it pertains to prime (1st Tier) and sub-contracting (2nd Tier) opportunities for SWaM businesses.

NVCC’s solicitations and website shall inform all potential SWaM businesses that they must be certified by the Commonwealth of Virginia, Department of Minority Business Enterprise (DMBE) in order to be classified as a small, women-owned and minority-owned business. The College’s website shall provide a link to DMBE’sweb site which states the requirements for SWaM certification. http://www.dmbe.virginia.gov/index.html

V. NVCC’s SWaM Business Outreach

The College shall expand business opportunities for small, women and minority-owned businesses through the development of outreach programs that aim to ensure diverse representation.

  • Sponsor semi-annual vendor workshops/fairs that would provide potential SWaM businesses with information on How To Do Business with NVCC and business opportunities with the Commonwealth of Virginia.
  • Provide a link on NVCC website identifying DMBE website for SWaM certification.
  • Inform the college community via semi-annual workshops about purchasing goods and services from SWaM businesses.
  • Make clear in all solicitations the importance of registering in eVA and DMBE certifications.
  • Attend and participate in SWaM conferences and vendor fairs as a means of increasing our SWaM/DMBE vendor database.
  • Review monthly Small Purchases (P-Card) Reports for potential SWaM businesses and encourage participation via correspondence about DMBE certification,and eVA registration.
  • Monitor SWaM procurement and contracting opportunities and report progress to the President of the College.

VI. Projected SWaM Business Purchases & Goals:

The College intends to improve and provide opportunities to SWaM businesses on a continuous basis and has created a five (5) Year Plan to accomplish this goal.

  • Goals – 5 Year Plan – Increase the number of SWaM businesses that the college would purchase goods, professional, and non-professional services. Based on Fiscal Year 2004 Expenditures –The College has proposed the following:
  • 1st Year (2005) Increase Purchase Volume–8% = $2,139,529.00
  • 2nd Year (2006) Increase Purchase Volume – 10%= $2,179,149.00
  • 3rd Year (2007) Increase Purchase Volume – 12% = $2,218,770.00
  • 4th Year (2008) Increase Purchase Volume – 14% = $2,258,391.00 5th Year (2009) Increase Purchase Volume – 15% = $2,278,821.00

    In fiscal year 2005, 1st Year – NVCC’s purchases of goods and services as
    reported via eVA accumulated total$37,512,111.54. NVCC’s SWaM purchases totaled $2,045,278.21.

Northern Virginia Community College is committed to increasing procurement
opportunities for SWaM businesses and shall continue to implement programs to
reach and exceed the goals and objectives as stated in this plan.
