1. Is it safe to give my credit card number over the Internet?

It is as safe as it is anywhere else.  Just be sure that your browser's security feature is on.  It is represented differently in different browsers, but you usually see (a) an onscreen notice, and (b) some change in the key/lock icon in the status bar.

2. What's the best ISP?
I can't see a lot of differences between recongized ISPs, at least for home use, aside from price structure.  Most ISPs give low monthly rates for an up front fee, others allow you to go month by month for a higher fee.

So - and this is just one opinion - choose whichever ISP has the payment plan you like best - low cost or month to month. Whichever ISP you choose, you'll get about the same thing - a TCP/IP modem connection.

3. What's the best browser?
There's not a whole lot of difference between any of them - they all have back/forward buttons, stop, bookmarks, and so on.

I would give a slight edge to MS Internet Explorer, because of its easy font changes (good for printing more on less paper) and good print capabilities for frames.
