Well this won't take long...I don't really know much about color, and there is a lifetime to learn about it. I just know that newer users often neglect it. Compare these sites

Note: New developers often try to add variety to their site by making each page a different color. This doesn't work very well - it visually separates pages that are actually related. The VDOT site above accomplishes what I think the developers are aiming for within a unifying framework.
