Key legislation which impacts U.S. healthcare delivery system


Welcome Welcome to an educational learning object designed for use in college settings.  This experience will provide students an overview of the U.S. healthcare delivery system. 


Introduction We focus on legislative initiatives that have impacted our healthcare delivery systems.  Initially we look at congressional action which occurred at the end of the Civil War in the 1860s. This legislation was NOT established to affect healthcare but today is the foundation of high profile fraud investigations and litigations.  We also look at efforts of various presidents to work with Congress to meet critical needs of our populations.  Key legislation discussed affects the following areas:
  • Entitlement programs to pay for healthcare services
  • Financial incentives to build physical infrastructure of our healthcare delivery system (hospital buildings)
  • Requirements to protect healthcare workers and patients
  • Systems to monitor quality, efficiency and cost effectiveness of healthcare services
  • Practices that protect patients' confidentiality, rights to privacy and ability to participate in decisions about their healthcare
