General Definitions

To turn your image into a hyperlink, select the image to activate the images section of the Properties panel.

Note the Link text box Link text in the middle of the upper section of the Properties panel.

If you wish to make your image an absolute hyperlink, type the enitre web address in the Link text box in the center of the top panel of the Property Inspector. 

If you wish to make your image a relative hyperlink, click on the Browse for File button Browse for File button to browse for another file in your web site. Navigate to and select the file in your web site folder that you wish to hyperlink to.

Note that by default Dreamweaver leaves the Border value blank. Thus, you do not have to worry about any unsightly borders on your hyperlinked images.
