There are several ways to change colors on a page in Dreamweaver.

Change Color of Selected Text

If you want to change the color of selected text, highlight that text. Then access the Text Color box Text Color on the Properties panel. If you click on the dropdown arrow in the lower right corner of the colored text box, a browser-safe palette will appear and your cursor will turn into an eye dropper. Use the dropper to choose a color then click away from the palette and your highlighted text will turn into that color.

Alternately, if you know the hex value of the color you want to use, you can simply type the hex value into the text box next to the color square Text Color on the Properties panel. Don't forget to preface the hex value with the # sign.
