What is the Office of Grants Development?
The role of the Office of Grants Development is to facilitate, coordinate, and assist the College to seek and secure external funds from federal, state and local funding sources.
The Office of Grants Development provides support to proposal writers and project directors through the following services:
- Researching funding sources
- Interacting with project officers of funding sources
- Sharing funding opportunities
- Consulting on planning or writing proposals
- Interpreting criteria and regulations
- Editing proposals
- Negotiating awards
- Reviewing internal operating budgets
- Training project managers
- Training faculty
- Analyzing project expenditures
- Providing advice on the submission of fiscal or programmatic reports
- Tracking federal or state legislation
- Monitoring funded projects
The Office of Grants Development maintains copies of all grant award letters as well as current laws, regulations and guidelines for grants, funding source information and a data base on grants information entitled, "SPIN," Sponsored Program Information Network.

Contains thousands of federal programs administered by federal agencies. Included are program descriptions and agency contacts for further grant and application information.
- The Guide to Federal Assistance
Until recently this guide was updated monthly. It contains full descriptions of federally funded grant programs which are indexed by CFDA (Catalogue of Federal Domestic Assistance) number, federal agency and subject.

When is it Appropriate to Seek Grant Funds?
- When grant funds will provide support for educational program needs that cannot be me through college operational funds;
- As a start-up funding source for long-term projects the College intends to carry out;
- When projects are in accordance with the College's mission, vision, goals and priorities; (the College's Operational Planning Process)
- When there is approval from the appropriate Division Chair, Provost and the Dean of Finance and Administration and the President. (Only the President or the Dean of Finance can officially commit the College to submitting a grant application)
Who May Officially Submit Grant Applications?
The President or the Dean of Finance and Administration may make application on behalf of the College or any one of the campuses. A faculty or staff person of the College may submit a grant application on behalf of the College, but must submit it through the formal channels stated above. This is further spelled out in the College's Administrative Services Procedures
Manual.
Caveats
- Matching Funds
Grant applications requiring matching funds mean that funds must be set aside by the College for this purpose. This requires the approval of the appropriate Provost and the College President or the Dean of Finance and Administration. Accurate records of this match must be kept by the Project Director.
- In-Kind Funds or Contributions
Grants requiring in-kind contributions such as space, time, equipment, etc. require documentation. Approval to use these in-kind contributions must be approved by both the appropriate Provost and the College President or the Dean of Finance and Administration.
- Hiring, Purchasing, Contracting, Budgeting, Payroll
All applicable Commonwealth of Virginia, VCCS and NVCC rules and regulations with regard to these issues must be followed in the expenditure of grant funds. You should think about the implications of these when submitting any grant application.

She can help you find funding sources, organize your writing, review the regulations, critique your drafts, put you into contact with funding sources and insure that your proposal is in keeping with Northern Virginia Community College policies, and is based on the identified needs of the College.
