The Commonwealth of Virginia mandates that all State agencies maintain a Property Control System. The Virginia Community College System (VCCS) developed the Fixed Assets Inventory System (FAIS) to provide uniformity in property accountability throughout the VCCS system. Policy and procedural guidelines for maintenance of the FAIS are the responsibility of NOVA and guidelines are updated as needed to meet the regulations of the VCCS and the Auditor of Public Accounts (APA).
The Commonwealth of Virginia APA and VCCS require that NOVA establish and maintain a system of internal controls and review. Property Control is subject to review by Internal Control mandates. These mandates include tagging new equipment, maintaining property records through annual audits (re-inventories), distribution of information throughout NOVA campuses, intercampus transfers, surplus and the proper disposal of State equipment.
The Purchasing Department, and subsequently Inventory Control, has been designated as the office(s) responsible for the maintaining and perpetuation of campus inventory records. Administration has assigned this task to the Property Control Manager.
