Small Purchase Charge Card Program

In order to reduce the volume of accounts payable transactions, the Commonwealth (Department of Accounts) implemented a statewide small purchase charge card program on January 1, 1995. The program initially offered state agencies and institutions an alternative payment method when making small purchases under $5,000. This improves administrative efficiency by consolidating multiple vendor payments and reducing associated costs.

The Office of the Governor has issued Executive Order 33 (2006) requiring all agencies to use to the best effort possible, a certified Small, Women Owned and Minority (SWaM) vendor for purchases of goods or services under $5,000.

To check for certified SWaM vendors, go to the Virginia Department of Minority Enterprises (VDMBE) website. Search by commodity by typing the description that best fits the commodity type (i.e. "catering" or "printers").
