General Parking Information
New Information for the 2007-2008 Academic Year
Northern Virginia Community College (NOVA) student
parking permit fees are $65 per semester effective fall
semester 2007.
Students can purchase parking permits online at the Parking
Services Web site 24 hours after registering for classes. At
the conclusion of the transaction a temporary parking permit
can be printed out for immediate use.

Call Boxes
Call boxes are available on all NOVA campuses for use in case of
emergencies. Push the call button to reach NOVA Police. State
your emergency, then release the button to listen to instructions.
The call box automatically identifies your location.
Citations, Fines and Appeals
NOVA is empowered to enforce its parking regulations by
issuing legally enforceable citations to those who fail to
comply with rules and regulations that control parking on
any of its campuses. Enforcement of regulations is in effect
24 hours, 7 days a week. If NOVA needs to utilize the
services of a collection agency for debts owed, the debtor
is responsible for paying all fines, late fees and collection
costs. Unidentified vehicles left on lots more than 72 hours
will be towed at the owner’s expense. Call NOVA Police at

The registered owner of a vehicle with citations is responsible
for any parking violations regardless of who is driving.
Students will not be permitted to re-enroll or use many NOVA
services until the fines are paid.
Faculty, staff and students may not obtain new or replacement
permits without having paid for all parking citations on their
records. Violations and the associated fines are listed below. Fines
must be paid within 30 calendar days from the date of issue or
an additional $10 late fee will be added to the original fine.
Parking citations may be appealed online at http://parking.nvcc.edu/.
Appeals may also be submitted to the campus Parking Services
office where the citation was issued. Appeal forms are available
at www.nvcc.edu/forms/by number.htm. Click on “forms” and
select 105-072.
Appeal forms must be filed within 15 calendar days after
issuance of the citation. The Traffic Appeals Committee will
consider only those appeals that challenge the facts as stated on
the citation. The Traffic Appeals Committee decision is final.
Loading Zones
Parking is not permitted in loading zones without a valid
loading zone permit issued by NOVA. A loading zone
permit for vendors or individuals unloading equipment or
supplies may be obtained from a Parking Services office.
Vehicles must be moved immediately after loading or
unloading.
Lots, Garages and Meters
Displaying a permit or making payment at a meter entitles
the driver to use one parking space between painted lines.
Parking on or over the lines is a violation subject to a fine.
Space is not always available for oversize and overweight
vehicles. Requests to park an oversized vehicle must be made
in advance through the Parking Services office.
NOVA parking lot operating hours are from 6:00 a.m. until
midnight, except at the Annandale and Medical Education
Campus garages where hours are posted. Parking after
hours without proper authorization is prohibited. After-hours
parking is defined as a vehicle parked on a NOVA parking
lot anytime between the hours of 12:01 a.m. and 6:00 a.m.
“B” lots are designated as “Student Parking” and require the
display of a valid “B” lot permit or a temporary “B” lot pass.
The “A” lot next to the Brault Building on the Annandale
Campus and all “A” lots on the Alexandria, Loudoun,
Manassas, Medical Education and Woodbridge Campuses
are for faculty and staff use only.
All “C” lots on the Annandale Campus are for faculty and
staff use only. “C” lot permits will be honored at all times
in “A” lots at the Alexandria, Loudoun, Manassas, Medical
Education and Woodbridge Campuses. “C” lot permits are
valid in the Brault Building parking lot after 5:00 p.m.
The “E” lot at the Manassas Campus is for event parking only.
The Alexandria, Annandale and Medical Education
Campuses have pay-parking facilities for visitors. Follow the
instructions posted to park legally in those facilities.
To use the parking garages at the Annandale and Medical
Education Campuses, faculty and staff with current permits
must swipe a valid NovaCard upon entering and leaving
the facility. Student NovaCards will work to gain entry if
permits have been purchased. Anyone who does not have
a NovaCard with them must pay the visitor fee to use the
garage.
Faculty, staff and students must park in the areas designated
by the kind of permit they hold (either faculty/staff or student).
Signage is posted and operating hours for these facilities are
displayed at the entrances.
A limited number of coin-operated parking meters are
available on most campuses. Meter parking is enforced 24
hours a day, 7 days a week. Meter parking costs 75 cents per
hour. Meters only accept quarters. There are a limited number
of meters on the Woodbridge Campus that cost 50 cents per
half hour. Permits, guest or visitor passes cannot be substituted
for meter payment. Parking at broken meters is not permitted.
Citations will be issued to vehicles parked at malfunctioning meters.
Refunds
Requests for permit refunds must be received by a Parking
Services office within the published add/drop period as listed
in the Schedule of Classes. A $5 processing fee is assessed
against these qualified refunds. Pieces of the permit and the
purchase receipt are required.
There are no refunds for students who withdraw from classes
after the add/drop period. Students with financial holds or
outstanding parking citations will not receive permit refunds.
Refund requests must meet all requirements to be processed.
Students are eligible for a full refund (no processing fee will
be charged) if all of the student’s classes are cancelled or
moved off campus by NOVA.
Refund requests must be submitted to a Parking Services office
within three business days from the date the final class was
moved or cancelled.
Speed Limit
The campus speed limit is 15 m.p.h. on roads, 10 m.p.h. in parking
lots and 5 m.p.h. in garages unless otherwise posted.
Vehicle Immobilization
A vehicle with Virginia license plates and three or more unpaid
citations may be booted or otherwise immobilized. The boot will
not be removed until all outstanding parking fines, any late fees
and a $25 boot fee are paid. Out-of-state licensed vehicles may
be booted/immobilized and/or towed with one unpaid citation. It
is illegal to tamper with or remove a boot. Vehicles unclaimed
after 72 hours will be towed at the owner’s expense.

A $10 late fee will be imposed on unpaid citations after 30
days from the date the citation(s) was/were issued. Parking
fees and fine structures listed in this booklet are subject to
change without notice. Overdue citations are also subject to
collections fees.
Persons found tampering with property, vehicles or with NOVA issued
parking citations on campus will be subject to the full
penalty of Virginia State Law.
Sharing of permits or NovaCards that operate parking garage
gates is strictly prohibited. Services provided through permits and
NovaCards are intended solely for the individual to whom the
permit or NovaCard was issued. It is a violation of NOVA policy to
transfer permits to other persons or to use NovaCards at entrance
or exit gates for any purpose other than parking your own
vehicle. Persons found to be in violation of this regulation are
subject to a $65 fine.
