Third-Party Contracts (nongovernment)

A Third-Party Contract (TPC) is an agreement that enables any nongovernment organization based within the 50 States or any U.S. Territory to guarantee and provide tuition payment for individuals who are NOVA students for credit classes. An approved TPC does not change domicile or the tuition rate for said individuals unless an approved Special Arrangement Contract exists.

General Procedures

  • The organization will submit a signed Third-Party Contract Agreement and Authorization Letter to NOVA for approval. A new Contract Agreement and Authorization Letter must be submitted each semester.
  • The Business Manager located at the Annandale Campus reviews and is responsible for all college TPCs (nongovernment) regardless of the campus the individual attends. A copy of the approved contract will be sent to the organization.
  • The organization assumes full liability for all tuition and fee charges of the individual(s) and course(s) identified under the TPC regardless of the grade(s) received or completion of course(s) after the enrollment Census Date (add/drop deadline). Charges for course books and similar materials are the responsibility of the individual or are funded by arrangements not included in this agreement.
  • NOVA will send the organization an invoice for any unpaid tuition subsequent to the Census Date. Payment is due within 30 days of the date of invoice. Under these procedures, payment must be made on time. NOVA does not accept contracts from organizations that plan to delay payment for any reason, i.e. - until grades are posted or financial aid is applied. Failure to make timely payment will mean that the student’s enrollment may be withdrawn and collection action initiated against the student. The Student agrees to accept responsibility for the full amount of invoice if the Organization does not pay by the invoice due date.
  • Participation under this contract does not confer Virginia-domicile status on participating individuals. Individuals funded under this contract must follow all the College’s rules and procedures, including those regarding application for admission and for the establishment of residency and domicile.
